As space activities move beyond Earth orbit, the Moon is emerging as the next frontier for exploration, commerce, and even settlement. This program provides a rapid overview of the developing field of lunar governance and space resource utilization (SRU). Mentioned topics include the international legal framework under the 1967 Outer Space Treaty; national SRU laws in the United States and other jurisdictions (hints); and the role of the Artemis Accords in shaping emerging norms. The session also touches on ethical and regulatory challenges, such as licensing and mission authorization under the FAA, FCC, and the evolving framework introduced by President Trump’s Executive Order 14335 (Aug. 13 2025), which directs the Department of Commerce to establish a process for authorizing novel space activities.
